Joker is the hero in The Dark Knight
I did a brief investigation of history through some searches and did not see anything like it, but I apologize if someone has come up with a similar theory before.
Joker, though a lying psychopath, is actually the protagonist in The Dark Knight. Before the Joker, Gotham was a mess. All sections of the city were shut down due to insanity, organized crime raged and most of the important officials of the city were wildly corrupt. The city also endured a renegade vigilante who ran away wearing rubber suits (well, special armor and carbon fiber, but they don't know that).
The Joker arrives with and at the end of a very short period of time, almost all organized crime is abolished, many corrupt officials imprisoned or dead, and the city's Vigilant even hides for 8 years. This was part of the Joker's exquisitely executed plan.
Everyone should realize that the Joker, despite his claims otherwise, was actually "The Man with the Plan" throughout the film. The first thing we see is the Joker robbing a mafia-controlled bank, eliminating the entire team of expert bank robbers who helped pull him off. Of course, the robbery was not about money, it was about hiding Lu, with the collective money of all the major crime families.
It works beautifully, and as the Joker predicts, Batman goes to the "Extradite" Lau in Hong Kong. Now Lau is in a safe place that the Joker, surprisingly, is easily accessible. Of course, all of this is the plot of the film, but the Joker plays it wonderfully, killing major criminals and corrupt officials who can help save those at the top. Dent actually argues for insulating the men at the top in the interest of cleaning the streets of lower-level goons, but the Joker knows that won't work for long.
At this point, we're honestly just 3 men battling for Gotham's "soul" (say Joker), but Dent and Wayne are just playing into the Joker's big scheme. It also extends to the Joker's threats of destroying a hospital. With the help of Batman and Gordon, the Joker helps them root out corrupt police officers. Dent later kills some of those officers in the film.
Gordon's promotion, too, served Gotham a great deal. I think a lot of people consider the clown clapping during Gordon's promotion scene to be sarcastic, but I actually think the Joker believed in Gordon, one of the few officers on the force who was really unstable.
So now the Joker has a clear path to get rid of the organized crime problem and the problem of corrupt officials, but the Vigilant problem remains. As we saw at the beginning of the film, Batman was inspiring other cautious people, and a society cannot stand when each person does his own justice. This symbol of fear and unbridled vengeance, as the Joker sees it, needs to stop, but not murder. If he was killed, he would be just a martyr, and his symbol would survive. Of course, since Dent was a better symbol for the city, he would make a better martyr.
I don't know if the Joker was actually physically scared for Harvey by the explosion that saved Batman from him, but I'm sure he wanted Harvey to feel the full pain of Rachel's death, which is why Is that he intentionally tells Batman to go to the wrong address. He knows what Rachel's death will do to Harvey psychologically and that Batman will eventually have no choice but to kill Harvey. This breaks Batman psychologically and also makes him a villain, a true villain, who kind of abandons his theories. Batman now has no choice but to disappear, which by the time of TDKR fades his memory into urban fiction.
When we choose the next film, we see a defeated Bruce Wayne, who retired 8 years ago. The city was safe and peaceful (until the ban shows), and constant vigilance justice is not required to keep it safe. The Joker shows Batman the error of his ways but does so in a completely destructive way.
Even the performance of the two boats at the climax of the film was done only to prove to the people of Gotham that they would not turn on each other. He proved that the most disgusting of Gotham's prisoners was also good.
In the end, Gotham is really clean. It was not because of Harvey, who died too soon to do any noble deeds other than martyrdom, and it was not because of Batman, who was impure and was treated like a criminal, it really was For 8 years. Gotham was safe as the Joker cleared the streets. He put an end to the corrupt police, he destroyed organized crime financially, he increased the spirit of Gotham, and he also got rid of the flying insect, which had been declaring itself as a defender, Was corrupting Gotham ever since.
