While Batwoman finally shows us the Arrowverse version of Gotham City, it is not populated by the usual cast of heroes and villains. As we learned in the pilot, Bruce Wayne is long gone, having mysteriously disappeared several years ago. Most of his enemies seem to have followed suit, with only a handful in last year's "Elvesorous" crossover serving as evidence that villains such as Mr. Freeze and Bain were ever-present. But all of this changes in a major way in the sixth episode of Batman.

Read on to find out that "I'll Be a Judge, I'll Be Jury" reveals important back-stories for the three major Batman characters, including Claude Prince of Crime himself. We don't really see these characters in the flesh, but at least we now know that they exist in Arrowverse.

Joker

The episode appears to be accompanied by the murder of the heroic Assistant District Attorney Stu Donley, a prosecutor famous for putting some of Gotham's worst offenders behind bars. It also includes Joker, a villain who is credited with bringing Donnelly into the news.

The episode is deliberately unclear as to whether "justice" means Arkham Asylum or life imprisonment. But either way, it does not appear that the Joker has threatened Gotham of the Arrowverse for many years.

Even more interesting is the fact that the Joker is also referred to by his civilian identity, Jack Napier. This suggests that Arrowverse's Joker is inspired by the man seen in Tim Burton's Batman - a gangster who turns into a prostitute villain rather than a lunatic with no background or origin story.

Penguin

Another major villain of Batman is named in Episode 6. Kate's partner Luke Fox mentions the time when Gotham was ruled by Mayor Cobblepot aka Penguin. This appears to be another way of paying tribute to Burton's Batman films, as Penguin's run for mayor was a major plot point in the Batman Bax. In this case, he is successful, at least for a while.

Lucius Fox

The Dark Knight films reinforced the modern dynamic between Batman and Lucius Fox, with Bruce Wayne's Go-to Take Genius and Gadget Man. Batwoman flipped the script, with Kate Kane playing her cousin's mother and Lucius' son Luke completing her father's role. And thanks to episode 6, we have a better idea of why Luke is following in his father's footsteps.

It is revealed that Lucius is now dead, taken captive by a criminal several years ago (there was nothing to see about Bruce's disappearance). Luke is still suffering from this tragic death, especially after learning that the man convicted of killing Lucius was implicated by ADA Donnelly. Now the hunt for the real killer begins. Could there be another iconic Batman villain behind this tragic murder?
